Study On Environmental Governance Of The New Rural Construction

The difference on environment between city and countryside is becoming bigger and bigger recently. In February 2006, the State Council and the Communist Party unveiled a"new socialist countryside"program jointly .In this background, the research on Environmental Governance is very important and practical.The dissertation bases on environment status investigation the part of rural in Shaanxi Province,points out the governing measures of environmental pollution. Survey results show that environmental pollution is more serious in the region; mainly manifestation for the life of pollution, its polluted sources is domestic sewage, garbage, human and animal feces. The rural management system and institutions are not sound, farmers'environmental awareness backward, they are also the reasons for poor rural environment.Based on the rural environmental status of the study area, economic conditions and the level of management put forwards theoretical measures of governing environmental pollution in the region. Collecting domestic sewage uses pipeline network, then governing, garbage collection by classification, disposing of garbage according to features. According to the resources quantity of the human and animal feces in the region, estimate the potential quantity marsh gas, points out using anaerobic digestion technology to process human and animal feces, produce marsh gas can be as fuel for life, biogas residue, biogas slurry are used for agricultural production, can reach the handling goals of solid waste minimization, sound, and resources basically. And cow feces as an example for anaerobic digestion technology experimental study, determines the feasibility of anaerobic digestion technology for dealing with human and animal feces.The research results of this study will hopefully be expected to provide the theory support on new countryside construction and to help the development of the new socialist countryside construction in Shaanxi province.
