| The construction of ecological county has been one of the effective methods to achieve our sustainable development strategy in our country. Recently, it has been promoted in the whole nation from a pilot project, so it is necessary to study its relevant theoretical and practice.Emergy theory and analysis method is a new achievement of systematical ecology and ecological economy. It has developed a qualitative way to construct the eco-demonstration area, which was a bridge that connects ecology and economy . It is significant to study it for both science and practice. Emergy theory has overcome the lack of energy analysis method, which has developed a qualitative way to assess the eco-demonstration county, and analyse its sustainable development ability,used emergy theory different kinds and irrelative energy was converted into solar emergy.This research has taken the Yanling ecological county for example, and with the instruction of complex system theory of ecology and the emergy theory ,a result of investigation ,monitoring, calculation and collection of the material from the "nature-societyand-economy" of Yanling ecological county has been gotten, the figure of energy system of Yanling ecological county has been taken, the emergy indices has been setted. The emergy indices contained total emergy, emergy investment, emergy output, emergy per person, emergy per area, emergy yield ratio, emergy investment ratio, environmental loading ratio, and sustainable development indices. This research has analysed the investigations and outputs of emergy in Yanling ecological county from 2001 to 2007, and found that:①the totle emergy investigation of the county have increased froml.85×1021 Sej.a in 2001 to 2.74×1021 Sej.a in 2007, an increase of 48%, the emergy inputs of the fixed assets have increased the most ;②The emergy outputs of forest was very high,account for more than 80% of the totle emergy outputs.③the totle outputs of the ecological county has become less and less,which has decreased from 2.75×1021 Sej.a in 2001 to 2.34×1021 Sej.a in 2007.④The bigger emergy-money ratio of the Yanlin ecological county indicates an undeveloped economical level,⑤The waste emergy ratio has increased.⑥The waste environment load ratio has increased from 1.18 in 2001 to 1.39 in 2007.⑦Both of the EISD (emergy index for sustainable development) and EIS(emergy sustainable indices) have decreased , and the EIS has reduced by half from 2.35 in 2001 to 1.06 in 2007, which indicated that the model of development in Yanling ecological county was unsustainable.Suggestions were given: Firstly intensifying the management of environmental pollution and improve the ecological environment of the county . Secondly developing the ecological industries and keeping sustainable development. Thirdly, strengthening reform openness ,adopting the higher emergy such as capital,technology and talents outside of Yanlin ecological county . Fourthly enhancing the consciousness of the important of sustainable development and protecting the existing forest resources. Fifthly, with opportunity of the construction of the new socialist rural areas, increasing farmer income and resuming level. Lastly,controlling the number of population,proving the whole-quality of citizens.
