The Study Of The Division Of Eco-functional County Region Based On The Frame Of The Main-function

The strategy of regional development in our country has entered the new step of planning harmonious development in different region. As the new way to implement the strategy of planning harmonious development in different region, the constructing of the main function zone initiate the hot point of new zone spatial study.Under the circumstance of constructing the main function zone, this paper introduced the theory of main function developing to division of eco-functional zone, proposing the theory of county division of eco-functional zone which was based on main function and studying the foundation of related theories and policies. At the same time, the theory of county division of eco-functional zone has been improved systematically, and a different division of eco-functional zone workflow has also been put forward, contrast to the traditional division of eco-functional zone. And meanwhile from the aspects of division principles, objectives, the choices of evaluation indicators, division model, superimposed layers, division amendments, the link between traditional division and main ecological function division was studied.By using of the above-mentioned theory and procedures, the government of Ningguo, Anhui studied ecological function division based on main function. Also, based on GIS technology, it assessed the environment resources in Ningguo, eco-environmental sensitivity , the importance of ecological service function and dominance of regional development, and then referred the results of assessment to visual analysis. Among all the factors studied, the dominance index of regional development reflects the situation of county socio-economic development well.By using the model of four layers zone division based the methods of qualitative and quantitative, the division of eco-functional zone was processed. Under the four main function of emphases tapping, optimizing tapping, constrict tapping, forbidden taping, 38 small eco-functional zones were divided. And based on which the type demarcation of main function in the city-governed towns was studied. The scheme of zone division was affiliated to present situation, the feasibility of zone division procedure was validated well. Aiming at four types division of main-functional zone, the environmental polices with difference of zone were designed from three aspect of environment management, environment economy, environment technology. According to ecology-oriented function and develop model which were determined by every eco-functional zone under the circumstance of four main function, the administration realm and the intensity of environmental polices in the main function zone were exploded. The results of this study do a lot to the set of constructing of four types of eco-functional zone and ensuring the harmonious developing in the sample zone.
