Environmental Impact Assessment In Regional Economic Development Zone In The Planning And Design

Environment and Resource being taken advantage of reasonably and abstemiously, and industrial development goal being determined corresponding to carrying capacity of environment and resources, which are the premises of sustainable development for regional economic zone. The environmental impact assessment(EIA) is the institutional guarantee of protection of the environment and development decision-making, and also was the one of the most effective approaches to promote industrial development and environmental protection with a high degree of integration in the development policy. Hence, environmental impact assessment for regional economic development zone became a very important and urgent task along with the introduction of the law of EIA.Firstly, the essay analyzed the current EIA of the economic development zone planning and the influence on environment quality from the development of the economic development zone. Evironmental factors which might restrict the development of economic development zone and the relationship between the overall planning for economic zone and the environmental protection were expounded in this thesis. Secondly, the thesis explained the fundamental principles, working procedures and the analytical methods of EIA of the econnmic development zone. Finally, EIA of economic development zone was futher analyzed according to the case of Jinfeng development zone in Zhangzhou. The overall planning in 2003 and the modified overall planning in 2010 for jinfeng development zone were presented. The industrial structure, land layout and the relationship between development zone and surrounding areas were also discussed. The present situation, existing problems and the main influencing factors in planning implementation on the issue of environmental protection of Jinfeng Economic Development Zone were analyzed. Furthermore, specific environmental-protection countermeasures and improvement measures were proposed at the technical level and policy level.In this thesis, antetype, highlights and key technology of environmental evaluation in economic development zone planning were demonstrated and explained, which provided practical and technical methods and the reference for environmental evaluation in the further implementation of the regional economic development planning.
