Minjing Estuary Wetland Ecosystem Service Function Value Evaluation

Besides the selection of the related published literatures and the needed investigation, the contingent valuation method was also used for ecosystem service function value evaluation, namely, an investigation on one's willingness to pay for maintaining the existence of Minjing estuary wetland. It is the first time for such a method being applied to the valuation of Minjing estuary wetland resources. Also the first time used in Fujian. It is a real effective method to account the values of non-market public articles, such as the valuation on non-use values of Minjing estuary wetland. At present, it is also the only method. In this study,valuation on non-use values was discussed explicitly on the design of CV questionary,of sampling,of CV test,of CV data Stat,of CV data analysis and so on. By the application of this method, to account the non-use values of Minjing estuary wetland was doable. Whereas there were many so uncertain factors in the courses of CV investigation that some biggish errors were difficult to avoid sometimes,and this circs should be attended to specially in this kind of study for the future.Minjing estuary wetland is one of the important wetlands in fujian province. It is the mainly inhabiting, the reproduction and the migration area of the birds.It's one of the places where the East Asian - Australia migratory bird migration stops.There are 136 kinds of birds (including subspecies) which subordinated 12 Orders 24 Families in the wetlands.14 spec-ies of the rare or endangered species birds are included. The kinds of aquatic bird target has also achieved the international important wetland standard. The wetlands has vascular plants 107 Families 337 Genuses 465 species,the angiosperm 89 Families 317 Genuses 438 species, the large-scale aquatic invertebrate 61 species.It have 4 typ-es of the vegetation type, 18 plant formations and 22 group clumps. On the basis of a brief analysis of the natural general situation and wetland resources, the classification of ecosystem services and eco-value, the methods of assessment were systematically analyzed. According to Costanza's ecosystem services system, the functions of Minjing estuary wetland were divided into resource function, environmental function and culture function. Hereinafter, they were divided to practical production, C fixing and O2 releasing, pollution treating, animals'habitat, entertainment and tour, etc. Value component of Minjing estuary wetland contains use value and non-use value. The former includes the direct product value, direct serve value and indirect use value. The latter includes choice value, existence value,and heritage value. Valuation methods adopted were market valuation, replacement cost method, opportunity cost method, expert evaluating method, CVM(condition valuation method), shadow project method,produce cost method,etc.By using these methods, the values of a great variety of Minjing estuary wetland were accounted recapitulativly. The total value of some chief ecosystem services of Minjing estuary wetland was 6.45 billion yuan, the use value was 3.85 billion yuan, the non-use value was 2.59 billion yuan. In the use value, the direct use value was 1.46 billion yuan, indirect use value was 2.40 billion yuan. In the direct use value, direct physical use value was 1.43 billion yuan, direct service value was 30.08 million yuan. In the non-use value, the existence value was 955.5 million yuan, the heritage value was 875.37 million yuan, the choice value was 762.8 million yuan.Finally, by the survey for school students'awareness to wetland, analysis of a specific group of people concerned about the extent of wetlands. Analysis of the Minjiang estuary wetland status and proposed sustainable use, conservation and management measures for Minjiang estuary wetland ecosystem.As a pioneering work to valuate Minjing estuary wetland's ecological services value, this study offers a monetary tool to account the value of the resources, as well as an index to measure the level of the coastal economy. In order to deepen the decision-makers'understanding of the value of natural resources and the importance of the reinvestment rent of the resources,to urge them to put the cost of environment under consideration when making decision on economic development as well as to strengthen the management of natural resources by making plan and decision in a practical and realistic way, we must set up the compensation system for environment and perfect the management mechanism for Minjing estuary wetland,and finally establish a system to account the value of the comprehensive economy based on Minjing estuary wetland's environments and resources.
