The conclusion of this article is: in various environment essential factor, water environmental bearing capacity is low, and the water environmental capacity still has certain space, but the water resources is limit and overload; Atmospheric environmental bearing capacity is high, and the development opportunities is big; Land environmental bearing capacity is ordinary, low in individual villages and towns , and through the full use of land, which can raise the rate of output, and alleviate the land pressure reasonably. From the synthesizes measure of environmental bearing capacity, Jinzhou district has the big potential and the deeper development opportunities at present, although the Jinzhou district is in the medium level comparing with other similar cities, the development superiority will be getting more and more obvious in future ecology urban development.
