Environment crisis threats the global ecological safety .Besides the government, as a independent force, non-governmental organization of environmental protection relies on it's own characteristics and flexibility is teeming in the world environment stage. It carries out varied activities in the environmental protection field and plays a more and more important role.In china non-governmental organization of environmental protection is the pioneer in the environmental protection .it plays more and more important role in environment protection because of it's enthusiasm for environmental protection and positive activity. But compared with the well-developed countries in non-governmental organization of environmental protection, there are many shortcomings in the law about restricting and regulating the growth of non-governmental organization of environmental protection. In view of the importance of non-governmental organization of environmental protection to environment and the legal system is not sound, how to use law to solve the predicament and to protect the development seems more important .USA, Japan and Russia established legal status for nongovernmental organization of environmental protection in the law aspect, gave the rights that they can directly register but examine and approve beforehand ,get financial backing and tax privilege to creat a broad space for development for the non-governmental organization of environmental protection. As a result if we want to plant and encourage the environmental protection consciousness to public, we should give the non-governmental organization of environmental protection legal status . Firstly, this article summarized the meaning, characters, types, produce, development, status of non-governmental organization of China. Then analysed its problems and reasons. At last, it defines the legal status of the non-governmental organization of China based on the experience of other countries. |
