In recent years,with the occurrence of environmental pollution and the occurrence of various environmental events,people have become more aware of the importance of environmental protection.Environmental issues continue to change from "invisible" to "dominant",and the public's awareness and attention to environmental governance is increasing day by day.Existing practice shows that because of conflicts between environmental protection goals and economic interests,environmental policies and solutions proposed by government departments are often in the form of various factors during the implementation process,and the effectiveness of environmental governance needs to be improved.The negative externalities of environmental problems have hindered the operation of the market.Under the cost-benefit model,companies are too pursuing economic benefits but aggravating environmental pollution and destruction.The "dual failure" generated by the traditional government governance and the market's autonomous adjustment mode requires the realization of a modern governance system in which multiple subjects participate together.Although ordinary people have a strong awareness of environmental protection,due to lack of organization and professional knowledge,the execution of environmental protection is weak.Therefore,it is necessary to rely on a strong platform to promote public participation in environmental protection.As an important carrier to realize the collective value of the public,non-governmental environmental protection organizations can properly pick up this burden and exert their own advantages in environmental protection and the reconciliation of conflicts of interest,assuming the responsibilities entrusted as a collective force of society.China's civil environmental protection organizations started late,but they have developed rapidly.Its participation in environmental governance has gradually expanded from environmental publicity and environmental education to environmental policy initiatives and environmental public interest litigation.Participating in the process of environmental governance through multiple channels has become an important force that influences the government's environmental governance.However,private environmental protection organizations also face many difficulties in the process of participating in environmental governance: the relevant systems involved in environmental governance are not mature enough,the social influence and credibility of the organization itself are relatively weak,and the internal construction of environmental protection organizations is not perfect.Factors of governance.Based on multi-center governance theory,social capital theory and new institutionalism theory,this paper summarizes the current characteristics of private environmental protection organizations participating in environmental governance by combing the path of participation of private environmental protection organizations in environmental governance.Analyze how non-governmental environmental protection organizations are taking action under the changing institutional background and gradually expanding their participation in environmental governance.Analyze the dilemma of non-governmental environmental protection organizations participating in environmental governance and analyze the reasons.On the basis of the analysis of the dilemma,it proposes relatively perfect measures to optimize the path of participating in environmental governance to better promote the construction of modern environmental governance system.
