The Environmental Law Research On The System Of Development Priority Zones

The system of development priority zones is a very important system about the general strategy for regional development of our country, which will bring long-term, comprehensive impact on economic and social development, including on laws, especially environmental law. This paper analyzed its background, basis, support and connotation, drew a conclusion as follows, this system is a major measure of thoroughly applying the Scientific Outlook on Development and building a socialist harmonious society. Based on the analysis of some items of several environmental laws and two typical cases about Huaihe River and Panzhihua city, this paper explained that the system of development priority zones would draw a deep influence to the philosophy of environmental law, regional environmental legislation, the local government responsibilities for environmental protection, etc.
