| Marine environment system(MES) is an important component of the regional marine environment and economy system(RMEES) as well as an essential part of the sustainable development of coastal areas and RMEES. To researching on the issues of sustainable development of RMEES, it is necessary to analyze the elements and the process of regional marine environment system(RMES), its support for the development of the regional economy development and the effects that the regional economy development gives to RMES. The sustainable development of RMEES,on the regional scale and marine features, is referring to a coordinated, sustainable development state or a process toward it between the regional economy system and the regional environmental system , and especially the MES, of the coastal areas. The essence of this state is the interaction between the regional economy system and the regional (marine) environment system goes along the virtuous circle.Emergy theory and its analytical methods provides a new perspective to the study of economics that departure from the energy flow to understand and to analyze the RMEES and its sustainable development , as well as a quantitative analysis tool for economists who can assess the environment, resource factors and the relationship between them and economy processes, economy development objectively in their familiar analytical framework.The emergy analysis model for RMEES, which is based on the theory of emergy analysis and the cost-benefit analysis method, is an analysis tool of studing the interaction between the regional economy system and the regional (marine) environment system, as well as external economic environment of coastal areas. It reflects clearly the environmental factors and the environmental process in RMES, the process that environmental and resource factors transform to economic factors inside the interface between the economy system and the environment system, the demand for internal environmental and economic factors of regional economy system, and the the impact on regional (marine) environment system. The valuation index system which is based on the emergy analysis model for RMEES, especially the new index that the economic emergy yield ratio EEYR, the integrated environment load ratio ILER and the emergy index for regional sustainable development EIRSD, provides a quantitative, indicatory analysis tool for the sustainable development research on RMEES that from the perspective of the interaction between regional economy system and the regional (marine) environment system.To Bohai Sea Rim RMEES, on the one hand, regional economic development in its investment side is facing the problem that the demand for non-renewable resources is in a larger proportion, on the other hand, in its emission side is facing the problem that the discharge pressure of environmental pollution is growing. And in the provinces of the Bohai Sea Rim region, as a result of the economy development becomes more and more depending on the non-renewable resources, the investment in energy-saving and emission reduction as well as the inputs to resource recycling can not offset the growing environmental pollution pressure arising from using non-renewable resources, so that the sustainable development of Bohai Sea Rim RMEES is facing an increasingly unfavorable situation for the decline. Therefore, to achieve the situation of sustainable development for the Bohai Sea Rim RMEES, it requires that the provinces in the Bohai Sea Rim region should build a platform for the Bohai Sea Rim regional integrative development, establish the regional development strategy as"reling on the marine, facing to the marine, develop the marine, and protect the Marine", continue to promote energy saving and emission reduction as well as recycling economic development from the actual situation,vigorously develop renewable resources and clean, recycling energy, and combine the developing of export-oriented economy and the optimizing and upgrading of industrial structure together.
