China's air pollution in the atmosphere are mainly caused by sulfur dioxide pollution,in order to protect the environment and to maintain the normal life of the public, our government put a lot of financial and material resources for the management of environmental pollution caused by sulfur dioxide. Introduced by the concentration of emissions control standards, to the total quantity control later, reflecting China's efforts on controlling sulfur dioxide pollution.The author studied the literature about the distribution of the total quantity, we there is a certain degree of irrationality on the current total allocation of sulfur dioxide from the equity point of view. On the other hand, the distribution of the total evaluation of the results of the quantitative analysis of more in-depth problems in the distribution of the program, so as to provide a reference distribution. Based on the above analysis, the author build the evaluation system total sulfur dioxide to equity in the distribution of the results.The author basis on sulphur dioxide total quantity assignment method and assignment target about western area during "the Eleventh Five-year Plan" period, and use the construction environment Gini's coefficient appraisal system, overall evaluation the Western area present situation withdrawal, national territory area, GDP, environmental protection investment, have carried on appraisal the assignment result. Has carried on adjustment the original assignment plan in the appraisal result foundation, meanwhile strive for the degree of contribution to affects the SO2 withdrawal factors, thus provides the reference of the key of SO2 emission governs. At the same time, author use the system of urban indicators in the allocation of point source emissions for the evaluation study at the first time. Through the case analysis has proven use the environment Gini's coefficient method to appraisal total quantity control target assignment result fairness is feasibility. But, about the foundation condition selection, the formula choice and the rationality evaluation criteria hypothesis still have needed further to study.
