Currently, protecting the ecological environment has been a social issue. Guangzhou liesin the position of the forefront of reform and opening up. Its economy has developed rapidly,but the energy structure in Guangzhou is still burning coal. Sulfur dioxide and other pollutantsproduced by coal-fired, and these pollution cause atmospheric pollution and acid rain. Thegovernment and the community are very concerned about environmental issues. And we findthat establish the sulfur dioxide emissions trading market will be an effective way forGuangzhou to solve the issue.First, On the basis of theories of emission trading and practice, initial allocation ofemission rights is the premise of the emission rights market, and it also helps to make theemission trading market more effectively. In this paper, we analyze the present situation of thesocial economy, environmental pollution and the technology of the pollution treatment. Weconsider that these three areas are the main factors affecting the initial allocation. Therefore,these factors as a guide to build the Initial Emission Permits Allocation evaluation indexsystem.Second, Then, we build the initial emission rights allocated evaluation system. Thesystem of the target layer is Initial Emission Permits Allocation. Company’s developmentscale, company’s social contribution, recent environmental contamination by companies,company’s scientific and technological level are as four factors to build up a criterion layer ofthe evaluation system of the initial allocation of sulfur dioxide emission rights. Each criterionlayer includes a number of indicators, there are13indicators in the entire system. Inviteexperts on the Initial Emission Permits Allocation evaluation system for scoring. Use AnalyticHierarchy Process to calculate the index weight and consistency check, in order to establishthe initial sulfur dioxide emission rights allocated allocation model.Last, we establish an AHP model of the initial allocation of sulfur dioxide emissionrights. Then we make power industry of Guangzhou as an example, introduce the emissiondata, and find out an allocation plan about the initial emission permits of Guangzhou power industry. The allocation plan consider the weight of each index assignment, and the outcomeslead to that company’s output of electricity, the efficiency of desulfurization facilities, theremove rate of sulfur dioxide are the most important factors. From the results, a reasonablenumber of emission rights acquired by the various companies. The allocation method ispractical.
