Earthquake emergency is an important component of the earthquake prevention and disaster reduction, and the level of earthquake emergency readiness capability directly affects the effectiveness of the earthquake emergency. Community earthquake emergency readiness capabiliy is directly related to the first earthquake emergency rescue work to carry out successfully, related to people's lives and property.In this paper, Evaluation model of community earthquake emergency readiness capability was designed. At the basis of Dongzhimen community, the community earthquake evaluation system of emergency readiness capability was built, and the Dongzhimen community is at a middle level, Dongzhimen's deficiencies at the work of earthquake emergency were noted.Organizational system, including the establishment of security, contingency plans for systems, earthquake disaster and the speed is reported that the command and communications security, disaster relief resources for security and the ability to mobilize a total of six major aspects of the capacity of community-based indicators of earthquake emergency preparedness system. And refinement of the six indicators for the three-tier system, a total of 41 three-level indicators, 25 indicators and six secondary-level indicators.Selection of a comprehensive seismic hazard, building vulnerability and population density of casualties and the number of homeless persons prediction method to calculate the basic intensity of the community the number of casualties, the number of homeless persons; which identified resource requirements for emergency relief. Access to a large number of domestic and foreign literature, relevant policies and regulations, to identify specific targets for each of the evaluation criteria, seismic risk and earthquake emergency preparedness capacity of communities linked. The use of AHP and Delphi method to determine the index system of the six-level indicators of body weight, and the use of the average weight method to determine the secondary indicators, the weights of the three indicators.In the establishment of community emergency preparedness earthquake comprehensive evaluation model, the use of multi-level fuzzy comprehensive evaluation method, the initial formation of a more generic, can be used for comprehensive evaluation of third-party model, and earthquake emergency preparedness community is divided into three grades , which can be a community emergency preparedness capacity of the earthquake have a more comprehensive, overall assessment.
