Through the site investigation of Heihe's surrounding environment and the interviews of the relevant departments, technical staff and experts, we collect a large number of practical information as the background of this article. Based on the risk analysis of sudden pollution accidents of Heihe's supply water and the need for proof system, we should distribute the resources rationally and conduct a systematic study of the establishment of sudden pollution' s emergency system which is fit for the actual situation of Heihe's supply water. And the sudden pollution's emergency system is full participation, full management, and strong coordination. The construction of sudden pollution's emergency system can realize the prevention, the rapid response and the recovery effectively. It also can be most likely to reduce the accidents and the losses caused by the accident.The emergency rescue is related to the occasional pollution accidents of the Heihe water supply and the computer applications are combined further in the paper, also the structure and function of the emergency management system which related to the occasional pollution accidents of the Heihe water supply are introduced detail. The auxiliary decision-making subsystem designed and constructed based on the computer languages, and the computer systems supporting of the emergency decisions are achieved.The emergency management system which related to the occasional pollution accidents of the Heihe water supply is researched and established based on the special conditions of the Heihe water supply. It is important technical tool in servicing prevention and emergency of the accidents. Management system achieves the effective management of pollution sources, information fast query and extract. At the same time, forecasts warning, simulation and emergency resource management functions can be further achieved. Decision-making system combined with information results, coupled with the achievement of information classification queries, and forms the information about pollutants contained in the incident name, physical and chemical properties, monitoring, control, disposal methods, relevant experts, the necessary equipment, materials, and other content related to the reference case information, and makes the supporting emergency, and highlights the advantages and practical of computer, and protects the water resources effectively in Heihe water supply security, and improves the response speed of water pollution incident and the level coordination.
