Mordern industry are developing rapidly,at the same time many grave environmental pollution incidents has occurred that shocked the world in the history of the world's environment, the losses and hazards caused by sudden grave environmental pollution accidents or disasters are enormous. Therefore, the scientific evaluation on environmental risk and harm of the actual project is very necessary.However, some environmental risks such as fire,blast, toxic leakage exist in the project of carbinol made of coal gasification because high temperature and high pressure must be applied when coal is gasified, and its products have characters of c flammable, explosive and toxic , also the potential risks are caused by transporting and storing huge sum of those products.On the basis of carefully studying the forthcoming technology and methods of Environmental Risk Assessment and in accordance of specific feature of the project of carbinol made of coal gasification , this paper,starting from constituents identification,enlarges the extent to identify impact of environmental risk by setting up a system which contains four different levels of lethality, health damage, health impact and ecology impact to classify environmental risk , draws up the technological frame of Environmental Risk Assessment and describe the environmental risk management system.According to the related data of the 200,000 tons carbinol project of a Phosphatizing Company, in the previous of the source term analysis and risk identification, this paper determines the focus and establishs the evaluation system, calculates the risk value of the disasters and accidents quantitatively, get the accepting extends of risk. Provide the scientific basis for the prevention and mitigation of environmental risks. |
