China’s first into the commercial operation of the coal to olefin project-Shenhua Baotou coal to olefin project which is the first and largest in world was found on31st May2010. Coal to olefin project has high consumption on water, required high level comprehensive utilization and environmental improvement. So project investment must be paied high attention to optimizing the allocation of water resources. Sewage treatment device is one of the supporting facilities of this project. The general contracting project of sewage treatment equipment will directly affect the production and operation of the whole project. So, it is necessary to systematically study the project risk management, to ensure the sewage project smoothly finished in safe, providing a solid foundation on operation for Shenhua Baotou coal to olefin project.Based on the reviewing and studying the project risk management, on the basis of related research for Shenhua Baotou sewage project in coal to olefin project, using the large engineering project risk management theory, this thesis systematically study risk identification, risk assessment, risk control and avoidance. The main research content is as follows:(1) By analysis of the potential risk of project, the risks might affecting the project progress can be identified and the various aspects of risk characteristics can be recorded. Using the questionnaire method, analytic hierarchy process and probability statistics, the Shenhua Baotou coal to olefin project is evaluated on the risk, and it is concluded that Shenhua Baotou coal to olefin project exist the potential risk.(2) At the design stage, through to the solution of the comparison and analysis, the choice of mature and economic technical scheme, and reduce the risk of the quality of the design phase, the clear design route at the same time, as the design progress of guarantee made full preparations in advance.(3) In the construction phase, through probability statistics will risk is divided into three, provide theoretical guidance for risk control. Confirmed that the major risk source affect the construction schedule, quality, etc. And through the reasonable construction sequence, to avoid the rain flood influence on construction, reasonable arrangement of construction scheme and construction personnel according to the complete key nodes, both other construction points. (4) In the purchase phase, pay attention to guard against financial risk, and strengthen control the quality of equipment, material purchase. Use lay the foundation for successful project delivery.(5) Through the analysis of the possible risk problem in the process of project construction, set up a project design phase, implementation phase, procurement phase at various stages of risk management plan, aimed at different stages of different risk factors, put forward the corresponding control countermeasures, minimize risk influence in the process of engineering construction. And quantitative, analyze the potential risk factors for project to measure the level of risk factors on the develop detailed risk countermeasure, finally achieve the overall goal of the project is completed.Risk management has not had insignificant additional content throughout the course of the project management of the risk management is combined with the project management, drives the whole project management level. System in-depth study of project risk management, explore the project risk management in the development of coal chemical industry enterprise, has the important theoretical and practical significance. Sewage treatment device for Shenhua Baotou coal to olefin project general contracting project smoothly laid a solid foundation, improve the Shenhua Baotou coal to olefin project sewage farm equipment general contracting project quality, enhance the competitiveness of the enterprises.
