Safety is the ultimate guarantee of corporation's stable,persistent,and fast development,and safety is of great importance in enterprises.With the further development of the society,the reliability and safety of equipment is improved constantly.The number of accidents owing to machine failure decreased in enterprises. However,the number of safety accidents in China were still very large in recent years.According to the analysis of the casualty accident statistic,most accidents are responsible,and more than 80% of incidents are caused by unsafe behavior.Thus,human factors become increasingly significant to safe production. It is one of the main reasons for the production accident.Therefore,controlling unsafe behavior is very important to safety management.The internal and overseas present actuality of unsafe behavior management was investigated in this paper.And the concept and categorization of unsafe behavior was discussed.The unsafe behavior of human was divided into two categories: intentional unsafe behavior and involuntary unsafe behavior.And the causes , influencing factors were analyzed. Some methods of how to eliminate human unsafe behavior were proposed. Then,the current situation of unsafe behavior management in our country was disscussed.And the main problems of current unsafe behavior management modes were introduced,such as inappropriate training,lack of execution of rules and regulations ,unsystematic safety check, poor communication of safety informations and lack of perfect incentive mechanism.Furthermore,several advanced unsafe behavior management models,including BBS,STOP,safety culture were studied.The selected international advanced unsafe behavior management modes were compared and analyzed.The common ground and respective characteristic was summed up.From the different aspects to control unsafe behavior of these medes,they were classified into two groups-benavior management and safety culture management.Based on these factors and combining the status of unsafe behavior management in China, a newly synergetic safety management model was developed- cooperation of safe behavior and safety culture.The necessity and theoretical basis of such mode was disscussed.The way of building such a mode was put forward. Comparing to the traditional ones,the synergetic mode has many merits. Some problems of current unsafe behavior management mode were solved,the combination of short-term goals and long-term plans were achieved,the gap between construction of safety culture and practice was deflated and the efficiency of unsafe behavior management was realized.Finally, a number of recommendations were proposed.It is expected that this assay can help to migrate the critical safety situation through setting up and implementation of such synergetic management mode.
