Ocean as one of human used and the cheapest long-distance means of transport, has made important contributions to the development of human history. In recent years, transportation of offshore oil develops rapidly, which also increases the risk of oil spill. Therefore, to accurately predict the risk of accidents and to take reasonable measures to reduce the oil spill accident losses, technically, requires an accurate numerical simulation of the behavior of marine oil spill, and a visualized display of the result, to give the evidence to the relevant decision-makers. In this article, virtual reality's (VR) space simulation capabilities is combined with powerful geographic information system (GIS), to study oil spill forecasting system, and to strive to be more intuitive, more accurate, more efficient in displaying behavior of marine oil spill.Popular GIS software is used to provide information on two-dimensional space, with irreparable defects, it makes a lot of useful visual spatial information can not be displayed. Therefore, three-dimensional geographic information system is the development trend of geographic information systems. The subject investigated in three-dimensional geographic information system is the Three-dimensional space, it's not a simple two-dimensional expansion of geographic information systems, but from the spatial model to the spatial data structure until Three-dimensional visualization the overall three-dimensional.This article uses the U.S. MultiGen-Paradigm's three-dimensional modeling software Multigen Creator, to create three-dimensional solid models and three-dimensional terrain of the virtual world; and uses the company's real-time scene management software for virtual scenes Vega, to create the sky, ocean, oil spills, etc. and manages the scene. Satisfactory results have been achieved. Meanwhile, based on the application program interface (API) of Vega, and the common programming languages C, a personalized virtual reality oil spill forecasting system is developed, and some of the features of the scene are realised.
