Action Research On Ecological Compensation Mechanism In Laoshan Reservoir Drinking Water Sources Conversation Area

In recent years, with watershed pollution increasing, water scarcity growing , the watershed conflict became increasingly obvious, and that watershed ecological compensation will be the improtent key between the conflict of watersheds.As a pioneer, some areas of China has begun to try to have some ecological compensation and achieved much more success, but because lacking of theoretical guidance, the process of ecological compensation have some some problems inevitably in practice.Based on this, This paper describes the development of ecological compensation trends, and then analysis the Ecological compensation mechanism of drinking water source protection in Laoshan Reservoir in-depth and detailly , to further explore the related issues of ecological compensation mechanism of drinking water source protection process in Laoshan reservoir.This paper includ four parts:The first part introduces the research background papers and research significance, reviewed the domestic and international research in the field of eco-compensation mechanism, specific practices, compensation means that ecological compensation mechanism developed mature experience and can draw on the Department and the ecological compensation facing major problems. Finally based on Laoshan Reservoir actual drinking water source protection areas, the main contents of papers and the technical route presented.The second part, explain the basic connotation and the related theories of ecological compensation mechanism . Analysis concepts, principles, rationality, and the type of Ecological compensation detailed and proposed efficiency and equity theory, public goods theory, externality theory and ecological capital theory.The third part of the study - Laoshan Reservoir drinking water source protection areas and carry out a systematic analysis of the background area.
