| China has gradually raised the importance of ecological environmental protection.Under this background,improving the management level of ecosystem gross product,speeding up the establishment and improvement of monetized ecological compensation system,using monetized means to trade ecological rights and interests,and protecting the interests of ecologicallyrelated subjects are the exploration of establishing and improving the ecological environment protection system quantitatively in recent years.Therefore,exploring diversified ecological compensation mode,improving the overall protection level of various stakeholders’ rights and interests,and practically establishing and perfecting the pollution ownership management system has become an important development trend in China’s ecological environment protection and pollution control.The decision of the state council on implementing the scientific concept of development and strengthening environmental protection,the comprehensive work plan for energy conservation and emission reduction and other policies and decrees related to the ecological compensation system have been issued and implemented continuously.It has become the general trend of China to accelerate the ecological compensation system in terms of classification.The establishment of river basin ecological compensation mechanism,as an important mechanism for effective pollutant discharge rights trading and management in the field of river water sources,plays an irreplaceable role in improving the ecological guarantee level of China’s river basin,establishing a precise rights and responsibilities management system,and improving the management of ecosystem gross product.The xin ’an river basin is a key trans-provincial ecological compensation pilot basin in China,and policies such as "opinions on further deepening and implementing the ecological compensation mechanism in xin ’an river basin" take accelerating the establishment of the ecological compensation system in xin ’an river basin as the key direction.Based on this,this paper USES literature analysis,case analysis and theoretical analysis to study the ecological compensation of river basins on the basis of ecological environment value theory,public goods theory,externality theory,game theory and sustainable development theory.Combined with the present situation of xin an river basin ecological compensation,based on the xin an river basin ecological compensation course,implementation method and effect,in view of the existing laws and regulations to realize the integration of compensation,ecological compensation mode to to meet the needs of differentiation,the subject of ecological compensation satisfaction degree is not high and the cost benefit of ecological compensation,summarized the security level is not high,the problem oriented construction of xin an river basin ecological compensation model.Game analysis based on the xin an river basin ecological compensation subject,xin an river basin ecological compensation standard,the calculation method of ecological compensation standard,comparative theory and current standard,to explore the ecological compensation standard advice,a deep understanding of connotation of ecological compensation standard,construct a set of xin an river basin ecological compensation system has the function of strategy,comprehensively promote the xin an river basin ecological compensation mechanism to establish and perfect,perfect the system of emissions trading,and to our country to explore provide reasonable reference to river basin ecological compensation mechanism,to promote systemic river basin ecological compensation mechanism,establishing and perfecting the mode of river basin ecological compensation to explore with the monetized means. |
