Study On Urban Environmental Pollution Control And Ecological Security For Changsha Eco-city Construction

At present, the goal of pursuing balance between human and nature on the ecological activities,has been carried out spreadly in the world.Local grovenments try to find out various ways and means that suits to local economic, social and environmental coordinated growth.Some provinces and cities are making experiments of ecological province or ecological city.The construction of ecological cities is an useful exploration of sustainable development about regional economic and social commissions, the fundamental goal of which in Changsha is to accomplish the sustainable development of economic and social.Since the reform and opening, especially on december 14th,2007, the Chang-Zhu-Tan City Group had been approved as a trial place by the National Development and Reform Commission, which is to build comprehensive reforms for the national "resource-saving and environment-friendly"society. At the same time,it has brought great potential benefit for the development of Changsha.Under this background, the best way for Changsha to choose is implementing the scientific concept of development and building an ecological city.With the economic development of Changsha, the conflict between ecological environment and economic development turns to be more and more obvious. Therefore,we must pay more attention on ecological protection and construction during the process of development and construction, to accelerate the course of solving environmental pollution problems.Ecological security is the key of a city's development.Changsha will face more serious problems in this new development cycle,urban ecological security problems have been affected and restricted the sustainable development of Changsha seriously.It is conducive to developing sustainably and building resource-saving and environment-friendly society in Changsha by system analysising of urban ecological security, exploring the problems of urban ecological security and proposing reasonable solutions and measures.The results of this paper are as follows:Firstly, this paper introduced the eco-city home and abroad,the theory, practice and research activities of ecological security.Secondly, according to the situation of Changsha, combined with a large number of investigation and data collection,this paper paid more attention on the influention of eco-city construction which caused by air, water, solid waste,noise pollution,so that found out the key methods to solve the environmental problems of Changsha gradually. In general,the environmental pollution in Changsha mainly due to some reasons such as:the serious phenomenon of acid rain,the exceeding of E.coli in the Xiang River, heavy metal pollution in upstream of the Xiang River, less regional sewage pipe network around the city, low capacity of dealing with solid waste.Then applied the theories and methods of ecological, economic, statistics, systems engineering, environment, proposed related politics and measures of controlling pollution for Changsha to build an ecological city.Finally, this paper based on the ecological security and the recognition of the concept of ecological security, discussed four aspects of problems that occurred in the development process of cities:the food security, safe drinking water, the controlling of ecological line,disaster prevention and reduction.And described the safeguards in all aspects of ecological security for carrying out the construction of eco-city in Changsha.
