On Ecological Civilization And Its Building With Chinese Characteristics

In the political report of 17th National Congress of the CPC, General Secretary Hu Jintao put forward the task of ecological civilization building. The so-called ecological civilization is the sum of material, spiritual and institutional achievement obtained in the process of transforming nature while at the same time taking the initiative to protect nature, actively improving and optimizing the relationship between man and nature while trying to build a good ecological environment. Ecological civilization is the result of introspection toward industrial civilization on the relationship between man and nature. It is also the call of the times as well as the inevitable choice by historical development.Ecological civilization with Chinese characteristics is built in accordance with the Scientific Concept of Development requirements, which is based on China's current special natural ecological environment, economic and cultural development level, social and political conditions as well as the quality of the population. It is people-oriented, and is coordinated with the harmonious development between man and nature with features of comprehensiveness, harmoniousness, equality and independence. Ecological civilization with Chinese characteristics, as an independent form of civilization, is a theoretical system with abundant connotation, of which the structure covering political, economic, cultural and social aspects. This paper probes into the theoretical foundation and realistic basis of the ecological civilization built with Chinese characteristics. The theoretical basis includes two aspects. The first one is the ecological natural view of Marx and Engels on harmony between man and nature while the second one is the sinicized Marxism ecological natural view, formed by the Chinese communists on the basis of inheriting ecological natural view of Marx and Engels to develop and renew according to Chinese national conditions and traditional culture. The realistic basis of ecological civilization building with Chinese characteristics includes the current ecological basis, political basis, economic basis and cultural basis. In the final part, the paper set forth its own proposals on ways of implementation in material, cultural and institutional aspects, according to China's current ecological and environmental protection problems.
