Design And Development Of Environmental Emergency Plan Management Prototype System

In recent years, with the rapid development of society and economy in China, en vironmental emergencies particularly sudden environmental pollution incidents have occ urred frequently, causing pollution and destruction of the ecological environment, and harming human health, and also seriously affecting people's lives and property security and social stability. At present, Nanning, Beijing, Guangzhou, Shanghai and other citi es have established their own emergency response systems, and they are mainly manif ested in four major basic emergency mode. But on the whole, the majority of our cit y's emergency response system for environmental pollution incidents are still in the ini tial application stage, and the emergency response capabilities still need to be improve d.Throughout the sudden environmental pollution incidents response syetems, emergency plan for sudden environmental pollution incidents lies in the basic information level of management. However, during the process of on-site emergencies, it plays a key role. Currently, altough our country has formed a relatilvely complete syestem of emergency plans, it does not form an effective management syestem for the whole process of its management, and this leads the plans released exiting the problems of imperfect contents and poor operational and so on, and can not effectively play its role. In addition, due to the lack of the support technology of suddent environmental pollution incident plans, and this has led to plans for emergency decision support at the scene in a very limited role.Based on the above aspects and research on contingency management theory, and taking company and government as two main part, this article constructs the environmental emergency plan management system according to the whole process management thought. This system is composed of daily management and emergency support and ex-post evaluation. Based on the environmental emergency plan management system, this paper analyzes the system requirements, and designs the overall system module structure using PowerDesigner and system workflow. Based on the current business contingency plans and government contigency plans, combining guidelines to develop emergency response plan environmental pollution accident and frame of production units environmental emergency plans in Shanghai and frame of state envionmental emergency contingency plans and frame of contingency plans for handling environmental pollution accident in Shanghai, this paper decomposes the business contingency plans and government contigency plans, and designs the data sheet of the emergency plan management system.Finally, taking Shanghai as an example, this paper develops environmental emgency plan management prototype system. System function is divided into two parts of plans management and emergency support. Plans management includes the two parts of government plans and corporate plans, and it includes the functions of information addition, information deletion, information edition and so on. Emergency support aspect mainly realizes the function to search plan information qucikly. This system designs government and business plan information as an interface in order to realize the fast switching of search function between government plans and business plans. Based on this function, decision-making command staff can quickly get both government and business plans information easily to support on-site decision-making. And the system realizes the function of on-site decision support rapidly.
