In recent years, our country environmental pollution incidents still occur in economical development process. On the one hand, government do their best to improve economic means to make the environment toward a better direction; On the other hand, there are many problems to be solved, about economic instruments of environmental pollution of governance in the implementation process. So, improving economic instruments of environmental pollution has important practical significance.This article uses environmental economics theories and methods, based on the sewage charges, environmental taxes, emissions trading and deposit-refund system analyzing efficiency of typical economic instruments of pollution control, pointed out that the price mechanism, government environmental regulation, environmental assets, compensation for the use and property rights, market information and environmental awareness is the main factors the impact of economic instruments to implement, and analyzing these economical method existence question and the reason. Pointed out that the government and enterprises are main body of the effect of economic instruments to implement, for economic instruments lacking adequate monitoring mechanisms in the course of the implementation, establishing the government and enterprise's gambling model, from the game perspective of the implementation of economic instruments explaining that enterprises and government departments contain the conflict and mutual internal relations in order to find the impact factors of the effective implementation of government oversight and reasonable reality supervision program; For the total amount of emissions no limit and information asymmetry between the government and enterprises, analyzing their inner game, and based on principal-agent theory and incentive regulation design, establish incentive pricing model about total control of a sewage charging, drawn to the mechanism to high-polluting enterprises can effectively promote enterprise development to low-pollution; For the interests conflict between subjects for the government in environmental pollution control, analyzing their inner game, mainly from central and local governments, local governments to analyze the economic game. On this basis, noted that improving the capacity of economic instruments and increased from improving mechanism of economic instruments, enhancing Government's implementation, setting up trading information platform, spreading propaganda and education on environmental protection and so on four areas to put forward a proposal of economic instruments.
