The Inovation Of Public Fiscal System And Mechanics To Promote The Pollution Treatment Ability Of Xiangjiang River

XiangJiang River basin has played an important role in the economic development of Hunan province, its environmental condition has drawn great attentions from the whole society. Accompanied by the development of economic and urbanization, because of many factors, XiangJiang River basin has been polluted seriously. It is becoming the principal element that constrains the economic development and harmonious Society-Construction of Hunan province. Except the support of government financial systems and mechanisms, it can't runs well to enhance the ability of XiangJiang River pollution remediation and to establish a full set of permanent remediation mechanism which is performing perfectly. Therefore, the purpose of this paper is to take the applicability of government's financial systems and mechanisms on river pollution control from the theoretical level to the practical level though analyze, and design the concrete construction of the related systems and mechanisms on XiangJiang River basin.As the experimental area of "two-based society" on national level, Chang-Zhu-Tan urban agglomeration should remediate the pollution of XiangJiang River. It is the goal and the top priority of building "two-based society" of Chang-Zhu-Tan urban agglomeration. This article considers sufficiently about so many "Let me first try to" right of comprehensive supplementary reform experimental plot which the state gives to "two-based society". In 2010, "County Administrated by Province" fiscal system reform is in full operation in Hunan province. Under such backgrounds, according to the objective requirement of improving the capacity of Xiangjiang River pollution control, this article analysis the actual state of related systems and mechanisms in Hunan, and then strives to innovate to fit the local condition on the basis of entire logical organization.Firstly, this article focuses on the fiscal theories for the government's financial systems and mechanisms to support watershed pollution control, which provides theoretical foundation for the fiscal system and mechanism research Secondly, on the basis of a thorough understanding of Xiangjiang River pollution and control situation, this article analyzes the current constraints related to institutional mechanisms for Xiangjiang pollution control, and points out some problems such as the incompletion of financial system, the unreasonableness of methods of pollution control, non-science of the management mode and so on, which to provide a realistic basis and bring a breakthrough for the research of fiscal system and mechanism Thirdly, it analyses and deduces the successful experience of pollution control of the Rhine and Thames Valley, which provide a valuable reference for Xiangjiang pollution control. Finally, it puts forward specific innovative recommendations related to fiscal system for Xiangjiang pollution control. From three aspects of financial system, financial mechanism and supporting measures, this article strives to construct a complete set of regime and mechanism frame, which is improving the comprehensive capacity of the Xiangjiang River pollution control by financial inputs, the use and the estimate of financial fund. As the core of this article, it is also where the author's original ideas focus.
