Study On Comprehensive Treatment Of Water Pollution In Linghe River Basin Of Jianping County

Water is the place where the birth of life,whether human or animal life are inseparable from the water.Water provides mankind with domestic water,as well as support for agriculture and industrial production.With the development of modern technology,the role of waters is increasing.With the economic development and population growth,China's water pollution is more and more serious,has been a serious threat to people's normal life.At present,China has more than 2/3 of the existence of water pollution and water shortage,especially in the northern region.Jianping County Linghe River Basin is located in the western part of Liaoning Province,is the largest river in western Liaoning Province,through the western Liaoning region,into the Bohai Sea,Liaoning Province,agricultural production and economic development is essential.However,the public sector of Jianping County Linghe River management awareness,lack of management system,the Linghe River Basin pollution control investment,resulting in Linghe River Basin sewage facilities set less,sewage and garbage disposal capacity is low;the same time near the watershed People are not subject to adequate control,the lack of awareness of the protection of the environment,dumping garbage,and even discard dead animal corpses,nearby enterprises are also discharged to the Linghe River Basin,leading to Ling River Basin pollution is deteriorating,watershed pollution control work in trouble.The In this paper,the Linghe River Basin as the research object,to the perspective of network governance to analyze the Ling River Basin water pollution control issues,focusing on the clear status of the government,in the network governance in the introduction of advanced enterprises to encourage people to participate in the network Governance,to strengthen the sense of cooperation among the main body,the establishment of effective water pollution control incentive mechanism,the establishment of the main body of the responsibility mechanism and the establishment of third-party regulatory mechanism,and ultimately the establishment of a new Jianping County Ling River Basin network governance Mechanisms.
