Since 90's in 20 centuries, China has been experiencing a rapid industrialization process. Meanwhile, the national economy entered the stage of growing at top speed continuously with a mean annual GDP growth rate of 9.5%. However, such high-speed development has brought tremendous pressure on the sustainability of resources and environment of China, the environmental pollution question is serious day by day. Now china is facing environmental degeneration which appears generally in developing countries, but also environmental problems that the developed countries are facing, such as water and air pollution. It has been taken more than a hundred years for the environmental problems to exist in developed industrialization countries, but now concentrate on appearing only 20 years in China. City is a social, economic and natural compound ecosystem, is that the mankind intervenes the largest area to the environment. With the increase of population of urban water consumption and urbanization level and the growth of economic development in the traditional model, leading to a more serious water resource shortage and water pollution, the water environment problem has already obviously restricted the country, the city national economic development and living standards improvement.The unsustainable development between economic and environment is an important question exists in the nation. If we want to construct the harmonious society, we must coordinate not only the human and the nature but also the regions and cities all of China. Therefore, it has the vital significance for us to study on the economic and environment development of our country, as well as environmental protect disparity between regions and cities.On the basis that already having summarize and analyze to research results, by collecting large mass data, the paper select the panel data which contain cross-section of data (each key city) and time-series data for the study. From spatial different angle embarking, based on characteristic data of 1996 to 2005, this research compares the spatial difference about industrial pollution sources and pollutant among 46 key cities and eight big economic areas in mainland China.Analyzing the equity of the total quantity distribution of pollution, find the difference and the question between city and eight big economic areas.Through constructing a comprehensive index of the city green gap, reveal the green economic development level of the city. Finally the paper carries on the Environmental Kuznets Curve analysis and grey correlation analysis to the relations of between water environment quality and economic development level and other socio-economic factors.Conclusion: (1) The change tendency of industrial pollutants discharge displays the region differences.COD and the ammonia nitrogen are the primary pollutants, and is the focus of the study follow-up. (2)The unfairness of COD and ammonia nitrogen discharge in 46 key cities is continuously extending. In eight big economic areas the internal relative speed of development is slow or quick, the internal disparity has different characteristic. The unfairness of COD discharge is more reasonable than the unfairness of ammonia nitrogen discharge between eight big economic areas. It is more convenient to adopt the general determinant to calculate Gini coefficient compared with curve regeneration and ladder-shaped area. (3)There is not always U-shaped curve between the environmental pollution and the economic development level. The relation between pollutants discharge and economic development is still very complicated, single economic indicator and pollutant index are difficult to contain all characteristics of pollutants discharge, therefore, it is necessary to further discuss the complex relations behind pollution discharge and the economic development. (4)The factors impacting on water quality such as the proportion of primary, secondary industry is also very important, proper adjustment of the industrial structure would be beneficial to the improvement of water quality.
