The sustainable high-speed development of coal industry has ensured and promoted the development of our national economy, however, safety is a key factor in coal production historically, which is the fundamental guarantee for the development of the coal industry. Now the safety production situation of coal mine remains serious, accidents are still in high volume, the frequent situation of heavy and serious accidents has not been resolved fundamentally, coal mine is still the industry of high risk and high accident rate. Therefore, these are urgent need to research risk management theory and method of coal mine and establish a scientific and reasonable methodology of mine risk management and control, using the technology of network, for information and automation of risk management and higher level of the management and control of accidents in coal mine.Based on previous research and the safety issues of coal mine, this paper has analyzed some issues of risk management, such as the cause of accidents in coal mine, risk categories, risk management features and processes, and proposed the PDCA model of the risk management process in coal mine, using basic theories of system science and management science. According to these theories of safety control and humanism, around with the technical and humanistic measures, this paper has divided the risk management system of coal mine into the two sub-systems, the technical system and humanistic system, and built the technical-humanistic double-loop control logical model and mathematical model of risk management in coal mine. With the core of hazards and accidents potential, it has analyzed the technical system, such as risk analysis, risk evaluation, risk control and early-warning methods, and built the control system of risk management and early-warning in coal mine. With the core of human, it has analyzed the humanistic system, such as unsafe behaviors, risk management organization, safety culture, emergency rescue system, education and training and performance evaluation method, and built the corresponding methods and systems. Based on B/S mode, it has developed the application software system-the control system of risk management and early warning in coal mine in order to provide a platform for the whole system of risk management.
