After World War II, the world history opened a big screen of the petroleum economy. As the first current well-deserved energy, Petroleum is a driving force of the world economy. Today, petroleum and its concomitant (natural gas) accounted for 50% of the structure of the world primary energy consumption. In the foreseeable future, petroleum is still an irreplaceable energy. Gasoline, diesel, plastics, fiber and other kinds of petroleum products has dramatically changed the production structure and the human way of life. After Stripping the cloak of petroleum on the aspect of the economy, the petroleum has more and more relationship with the political issues and has affected the relationship among countries and the international structure. Petroleum security has begun to enter into the core aspects of national security; it also began to directly affect the security of a country's military and economy. The speed of the development of the Northeast Asia area was ranked the fastest in the world, but lowest in the level of political cooperation. Although different districts and countries had formed highly interdependent relationship, the regional political situation shows no sign of change. In the face of the shared problems like petroleum security issues, the countries of the Northeast Asia not only solidly united like the Western allies .Instead, they establish the system of checks and balances and keeping them apart on the issue of the petroleum. It is another disharmonious factor for the situation of the northeast Asia where was originally not safe. That has become a realistic and pressing problem in front of the countries of the northeast Asian concerning petroleum security and promotion of the political development and economic development in northeast Asia.This paper mainly has four parts to discuss the petroleum safety and cooperation issues of Northeast Asia:The first part, expounds the concept of the petroleum and the safety, discussing the concept of petroleum safety and defining safety within the framework of the safety, pointing out the dual attributes of petroleum safety between traditional safety and non-traditional safety. Then, the article introduces international political theory including the national interest theory, mutually dependent theory and geopolitical theory which affect petroleum safety, analyzing the influence of theory on petroleum safety and national petroleum policy. Finally, the article briefly discusses the development of the history of the world's petroleum safety and the overall generalizations of petroleum resources trough data, pointing out the importance of petroleum resources on different countries of the world.The second part, mainly analyzes the situation of petroleum safety in northeast Asia and analyzes the petroleum supply and demand in northeast Asia through Statistics of the BP World Energy in 2010. secondly, analyzes the affecting factors of petroleum safety in northeast Asia from three aspects including the fragile line of crude petroleum transportation, the petroleum price fluctuation and the concentration of the petroleum source, pointing out the Northeast Asia area is facing the stern petroleum safety situation. Finally, in view of the problems they faced, and puts forward the way to guarantee the petroleum safety in northeast Asia, making the inevitability of petroleum cooperation in northeast Asia.The third part, mainly expounds the promotion of the cooperation in Northeast Asia petroleum in detail .First, it introduces the present situation of the petroleum cooperation in various countries in Northeast Asia and points out the the current bilateral petroleum cooperation is the main mode. Next, it analyzes the hindrance of the Northeast Asia petroleum including area political issue, intense internal competition and US's intervention. These questions have hobbled the process of the advancement of the petroleum cooperation in Northeast Asia causing the regional cooperation seriously lags behind. Finally; the article proposes the development direction of petroleum cooperation in Northeast Asia, namely the establishment"Northeast Asia Energy Organization"analyzing goals and the functions of this organization. through the establishment of this Organization, First, it promotes the region cooperation in the field of energy and the development, improves energy efficiency, reduces dependence on petroleum; Second, it promotes to form a unified Northeast Asia energy policy; Third, it promotes to secure transport and the storage and resists the risk of supply. Thus it can establish a truly multilateral energy cooperation framework and it protects the petroleum safety of the countries in Northeast Asia effectively.The fourth part, our stance is mainly on petroleum cooperation and safety of our country. Through analysis of evolution of the petroleum safety situation of our country, it is pointing out the flaw of scientific energy policy of our country. With the rapid development of the society and economy, our country is facing the huge energy gap; the petroleum safety situation is being grim. Next, it proposes countermeasures when participates in petroleum cooperation of the Northeast Asia. Such as promoting the development of relations among major powers, creating a favorable political environment in the region; Basing the domestic construction of economy, consummating our own energy policy and promoting the regional strength union, safeguarding the petroleum safety together. Finally, it forecasts the prospect of petroleum safety of our country, proposing the appropriate measures to safeguard the future of China's petroleum safety at the national level and international level safeguarding the petroleum safety of our country in the future.This paper mainly studies the history and the reality of the safety of petroleum, analyzes the petroleum security situation in northeast Asia this paper presents countermeasures which promote the petroleum cooperation in northeast Asia and ensure petroleum security in northeast Asia. Finally, the emphasis placed on China's petroleum security issues proposed for future development strategy of China's petroleum security in the short and long-term recommendations. The study of the petroleum security issues is significant in promoting the economic and social development of our country. Until now, China has been not only lack of long-term petroleum policy, moreover, we will also face increasingly petroleum gap in the future, and these problems has flung down a challenge to China's petroleum security. Through cooperation about Petroleum in Northeast Asia, which can effectively deal with this range of issues. The countries in Northeast Asian face the same petroleum security problem; they not only have a good cooperation basis, but also have huge potential to work. Just Based on some practical problems make the process of the regional cooperation slowly. Based on the analysis of these problems, this paper presents practical countermeasures to promote cooperation. The Strengthening of the cooperation in northeast Asia is significant in promoting the development of integration of northeast Asia and China's petroleum security.
