Climate warming has seriously threatened the sustainable development, in order to reduce the greenhouse effect, countries in the world and our country do positive efforts in addressing the issue of climate change. At Nov.26th,2009, our country officially announced the operational goal of controlling greenhouse gas that by the year 2020, the CO2 emission per GDP will reduce by 40%-45% compared with the year 2005,which brings about great pressure to the Chinese economy and great challenge to the Northeast region economy. Recently, the shortage has emerged since the unreasonable industry structure, low economic benefit, aging technology and equipment of the northeast region.which also deviated from the policy of reducing greenhouse gas emission of China. Currently, policies and measures of reducing CO2 emission proposed by the international community mainly put the focus on improving energy efficiency, and developing renewable energy, which will promote the improvement of energy efficiency and energy structure optimization, and will also determine the direction where the new economy development route should advance for the old industrial base in northeast region, that means the low-carbon transition has become the inevitable way to the economy development under the new period and background.In this paper, we do the research against industrial low-carbon development for northeast region, including Jilin, Heilongjiang and Liaoning provinces, based on the analysis of status of industrial development, the status of industrial energy consumption and carbon emissions, we take Changchun city using the LMDI model as an example to analyze the contribution rate of northeast region industrial carbon emissions factors, and proposes the northeast regional industrial low-carbon development path selection and some suggestionsThe effect factors considered in this study include population, economic development, rate of industrialization, energy consumption construction and energy intensity. By using the LMDI model to analyze, we conclude that economic development has positive effect, which contribute the most to the industrial carbon emission among all the factors, while the energy mostly has negative effect, which is the factors cutting down the industrial CO2. Population,energy intensity and industrialization rate have a minor contribution to the carbon emission, with the first two factors stable and the last one has some fluctuations.At last, we propose the path selection of industrial law carbon development for the northeast region that includes 1) increase the proportion of clean energy application, weaken the consumption situation that coal as the main; 2)improve the upgrading vigor of industry, promote the low carbon transformation of products; 3)Draft the effective guiding mechanism about low carbon production technology and equipment R&D; 4)draft the industrial low carbon development plan for northeast region, determine the focus area of low carbon industrial development; 5) consider the low carbon transformation of Liaoning province as the key area of low carbon development of northeast region, then propose a suggestion of industrial low carbon development for northeast region according to the path and economic development of this region, that includes, 1)Correctly handle the relationship between energy saving and industry development; 2)accelerate building the low carbon industry platform, promote the accumulation of emerging low carbon industries; 3)conscientiously implement the low carbon economic development policies of the country and province; 4)strengthen the environment monitoring to promote the low carbon industry development; 5) government plays a leading role to activate the enterprise; 6)increase publicity and education efforts, create a good atmosphere of developing low carbon industry.
