Low-carbon economy is a trend in economic development in future. Its essence involve in reducing energy consumption, reducing pollutant emissions, improving energy efficiency and promoting the development of low carbon energy. As the global population increases, LUCC become even more rapidly, it results from misuse on land by human. Thus, it has a greater impact for the surrounding environment. LUCC not only directly or indirectly affect the carbon cycle in the terrestrial ecosystem, but also made changes in gas exchange between terrestrial ecosystems and the atmosphere. Therefore, we needed to understand the influence of LUCC in global or regional scale to the carbon balance.What has been considered above, this article is based on the existing research of literature on LUCC, low carbon economy and sustainable development. According to the theoretical method of LUCC, carbon cycle, Structural evolution and the correlation of land use, economic growth and energy consumption, the main problems are resolved in the following headings. To begin with we calculate the carbon quantity of carbon fixation and emission. Then, we analyze carbon intensity, temporal and spatial changes and causes. In addition, we calculate the coefficient of ELSD, ESD and EUSD. Meanwhile, used Markov theory and combined with the energy saving emission reduction targets that was worked out in the future, we predicted the carbon emission and land use diversity factor in Chongqing in 2020. Finally, it is necessary to make measures to optimize the land use structure. The results showed as following;1) Carbon emission has been rising in the past 10 years in Chongqing. The amount of carbon fixed is far below carbon emission. Regional distribution is extremely uneven.From 2000 to 2009, the total growth amount of carbon emission is 135 times than the total growth amount of carbon fixed, far more than their carbon sequestration capacity. The average annual growth rate of 19.05% is more than the overall average annual growth of carbon emission. Although the annual growth rate has been backed down, the total is still growing rapidly large. According to the carbon emission spatial distribution, we can find two situations. In 2000, net carbon fixation is higher than the net carbon emission contains 18 districts. It reduces 4 districts in 2005. In 2009, the districts reduce to 7.2) Because of the rates of industrial structure evolution and production technology became more and more quickly, the carbon emissions per GDP showed a downward trend. In addition, Carbon emission per GDP of each county continues to balance in Chongqing.In terms of the total emission of carbon per GDP, the transformation of Industrial structure and primary energy resulted to low carbon emission. It is no denying the fact that the economy is trend to low carbon in Chongqing. According to the net emission of carbon per GDP, the net emission increased from 2000 to 2008 and decreased in 2009. It is result from carbon fixation become lower. In the past ten years, the carbon emissions per GDP of each country has a greatly change. The Spatial distribution of carbon emissions are not balanced in 2000. Particularly, in northeast and southeast of Chongqing where are especially significant. The emission less than 2 tons of countries are from 18 to 26. Compared with 2005, the emission of each county is in balance in 2009. It is resulted from the transformation of Industrial structure and primary energy. The countries that emission less than 2 tons increased 32.3) The evolution of land use structure keeps accordance with the economic structure, but the rate of energy structure evolution is relatively gentle.Through analysis of diversified structure evolution, we can found that the land use structure evolution rate has been obviously paced up. The growth rates of agricultural land area in gradually reduce and the rates of construction land in drastically increased. Based on the data of ESD, we know that it has already entered the industrialization era. But ESD is far less than that of the developed countries numerical average level. With industrial structure diversification rise, the rates of energy consumption growth and carbon emission have increased and then change characteristics of the decline.4) Controlling the land use of carbon fixed and carbon emission, we can regulate the land use management systems to optimize the structure of land use system.It is necessary to adjust the agricultural structure, waste land reclamation and development of unused land and strength the potential of new land development to achieve the dynamic balance of cultivated land quantity and quality. If we want to enhance the carbon fixation function, we must improve the quantity of the net carbon fixation. In addition, we can rational distribution of residential areas and promote the transformation from extensive to intensive.
