With the development of economy and human's ability of exploitation, there are more and more contradictions between demands and supplies of natural resources, thus natural resource crisis appeared. In order to solve these environmental problems, means for environmental protection have also been diversified. Since the effect of water pollution-discharge permit system on environmental protection has been acknowledged, many nations have taken this system as a mainstay to prevent pollution.As one of the most complete China's emission permit system, the water pollution-discharge permit system has a history of more than 20 years since its implement in 1987. During these years, it has played an important role in the prevention of water pollution. In the course of its development, China promulgated the "Water Pollution Prevention Law", "Water Pollution Control Act Implementation Rules" and other relevant laws and regulations. But till today, the legislation of water pollution-discharge permit system is not completed, there still exists some shortcomings and problems.This article is consist of four parts. In this part, the author analyzes the meaning, characteristics and importance of administrative licensing, environmental administrative licensing, and water pollution-discharge permit. This part focuses on five aspects of China's water pollution-discharge permit system: legal basis, scope, implementation procedures, hearing procedures and the supervision .In Chapterâ…¢, based on Chapterâ…¡, the author analyzes China's current water pollution-discharge permit system, and point out the mainly problems of this system. In the summary, there exist flaws in ideas, legislation, procedures and the supervision. All of these flaws block the development of China's current system.Chapterâ…£further analyze the above problems and propose improvement measures and suggestions. the author hopes that through these measures, China's water pollution-discharge permit system can go further and faster.
