Water pollution refers to water due to the involvement of a substance.which led to its physical,chemical,biological or radiological characteristics and other aspects of change,thus affecting the effective use of water.endangering human health or harm the environment.resulting in the phenomenon of deterioration of water quality.Water resource in China is shortage.the exploitation of water resources technology lags behind other countries in the world.per capita water consumption compared with countries is very low,while water pollution has become increasingly serious.Of such a severe form,take appropriate measures to control the spread of pollution is necessary. At present,China has taken a number of systems for water environment protection and managemen,there are environmental impact assessment system,deadline management system,charging system,the permit syetem,and so on. Among them,the permit system and water pollution discharge permits is most closely. Implementation of the system of pollution permits in our country has 20 years of history,as a new legal system of environmental management.its control of China's water pollutants played a positive role,but compared with Western countries.the system also revealed a number of deficiencies.
