Climate change has become a global hot topic. As the biggest developing country, China is facing enormous difficulties, due to the energy structure is still coal-based, the energy efficiency is low, and the dmonad for energy is continuing to grow. These problems slow down the pace of China's sustainale development. Although faced a serious challenge, but the government still assume the responsibility of carbon emissions. The 12th Five Year Plan offered to reduce 16% of the unit GDP energy consumption, and 17% of unit GDP carbon emission for the first time.To realize the goals of reducing greenhouse gases emission, it needs the whole cuntry's efforts. The construction projects through reduce carbon emissions to respond to the problem of climate change. Therefore, this paper applies to establish a set of construction project carbon emissions impact assessment method system, to evaluate the impact of construction projects' greenhouse gas emissions on environment, economy and society, and to promote the effects of carbon emissions.The main results are as follows:1. Screened the projects that should be carried out carbon emissions impact assessment, thrugh analyzing the carbon sources and the carbon sink in the projects. The projects mainly can be diveded into four categories:enegy production project, indusrial projects, and forestry, agriculture, land-use projects, waste disposal projects. And the thesis discussed the assessment ranges of the typical projects.2. Summarized the relevant papers on the carbon emission calculating methods. The methods can be concluded to three categories:actual measurement, emission coefficient methed, and the modeling. The thesis also analyzed the advantages and disadvantages of the three methods respectively. And chosen the suitable calculate methods and related emission coefficent for the typical industries.3. Discussed the suitable evaluation methods to assess the carbon emission impact from the projects, inculuding analogy analysis method and scenario analysis method which were mainly used as carbon emissions impact prediction method and life cycle assessment and cost-benefit analysis method which were mainly used as carbon emissions impact assessment method.4. Discussed the significant impact assessment method on the projects carbon emission, and established the carbon impact assessment index system which including the environment index, the economic index and the social index.5. Took LaoGang Waste Disposal and Recycling Plant as an example, calculated the projets'carbon emission, and used the scenario analysis method to establish two situations and four waste disposal sheme, and evaluated the impact based on the above schemes on environment, economic, and society. It selected the best scheme at last, according to the evaluation results. And in order to reduce the carbon emission, proposed suggestions like classify and recycle the waste, improve the proportion of waste cineration in the waste disposal scheme.
