Study On The Theoretical Method And Application Of Environmental Impact Post Assessment Of Coal Chemical Projects

Our post project analysis which is still under the exploratory stage,it is not clear that the evaluation content,focus,theory and methods of post project analysis for the whole industry,and the current scope of development are always concentrated in ecological impact construction projects,such as hydraulic and hydro-power engineering,mine engineering,highway traffic and other industries,the study of environmental impact post evaluation of polluted coal chemical projects is few.And there are some heavily-polluting environment accidents as well as much controversies existing in coal chemical projects which have put into operation.Therefore,the study of the post project analysis of coal chemical industry is imperative and urgent.This paper constructs the theoretical method system of coal chemical projects through analytical research,mainly including the selection of the theoretical basis of the sustainable development of resources and environment as the theoretical basis of environmental impact post evaluation of coal chemical projects,and choosing the index system method,quantitative analysis method,qualitative analysis method and comparative analysis method as the technical methods of environmental impact post evaluation of coal chemical projects.Then this paper confirms the focuses of environmental impact post evaluation of coal chemical projects,and establishes the corresponding index system.And it carries out the case study on some coal chemical project by using the theoretical method of coal chemical projects post evaluation to figure out the actual environmental impact after the project construction,and evaluates the effectiveness of the environmental risk prevention measures and the environmental protection measures,then puts forward some suggestions and measures for improvement.This paper puts the exploratory study of the coal chemical project to extend to the whole coal chemical industry: In the study of the regional environmental quality impact on coal chemical projects,it needs to obtain the regional historical data before the construction of the project,the current situation data in the operation of the project and environmental quality information of the surrounding enterprises to avoid the lack of routine monitoring data,monitoring factors and the surrounding enterprises' environmental quality data to result in the inaccuracy of the evaluation results.Secondly,in the evaluation of environmental protection measures and environmental risk prevention measures,it needs to analysis the implementation and effectiveness of the environmental protection measures and environmental risk prevention measures in the operating conditions to make sure the effectiveness of them.At the same time,through the analysis it finds that some questions are existing in coal chemical industry: lacking of the standards in volatile organic compounds' accounting,large emissions of carbon dioxide with high purity,the low improvement of allocation of the overall water network,so formulating the standards of the emission of volatile organic compounds,and doing a good job of carbon dioxide recovery and water resource recycling are noteworthy in the future.This paper can provide valuable reference for making the study of environmental impact post assessment in the same type of coal chemical projects.
