China is a coal reserves and coal mining country, and also is a coal mine disaster happened country. After entering the new century, mine disasters in China have been a focus of public attention. In recent ten years, our country has built the mine safety administrative system of "State Inspection, Local Government Superintends and Enterprise Responsibility", which is on the basis of the gradual accumulation and foreign experiences. But the phenomenon of government regulation ineffectiveness still exists. Thus the government regulation ineffectiveness should be one of leading causes of mine disasters.The paper holds that:the mine safety government regulation ineffectiveness can be caused by some factors, lower malfunction cost, protectionism, regulators captured, worse enforcement environment and so on. This paper proposes the strategy by asking question and analyzing problems in different ways during the process of studying government regulation ineffectiveness in mine safety supervision. As for the study of government regulation ineffectiveness in mine safety supervision, methods can be used to analyze and answer in details by employing the method of theory-model and cases analysis and using the cost and capture theory of regulation-relative knowledge of the cost benefit theory.The full paper is divided into six chapters:introduction, literature review, the problem of government regulation ineffectiveness research in coal mine safety supervision proposed, analyzing the problem to propose the strategies on the basis of the Capture Theory of Regulation and the Cost-Benefit Theory and then the conclusions and forecasts drawn.Chapterâ… proposes the research background, methods and ideas, importance and the innovative points of this article; Chapterâ…¡illustrates the current situation of the theoretical research and theoretical support; Chapterâ…¢puts forward three problems which cause regulation ineffectiveness from the point of coal mine safety, such as regulation ineffectiveness caused by lower malfunction cost with less duty, regulators captured and worse enforcement environment; Chapterâ…£mainly analyzes the cost and capture theory of regulation-the cost benefit theory from different aspects and then draws a conclusion of regulation ineffectiveness existing in fact by through typical cases which could prove the ineffectiveness reasons caused by regulators "captured", low cost power money transaction and so on; Chapterâ…¤proposed the government regulation strategies of mine disaster governance in China on the effectiveness of government control and the conclusions and forecasts for Chapterâ…¥.
