Government Regulation Ineffectiveness Research In Coal Mine Safety Supervision

China is a coal reserves and coal mining country, and also is a coal mine disaster happened country. After entering the new century, mine disasters in China have been a focus of public attention. In recent ten years, our country has built the mine safety administrative system of "State Inspection, Local Government Superintends and Enterprise Responsibility", which is on the basis of the gradual accumulation and foreign experiences. But the phenomenon of government regulation ineffectiveness still exists. Thus the government regulation ineffectiveness should be one of leading causes of mine disasters.The paper holds that:the mine safety government regulation ineffectiveness can be caused by some factors, lower malfunction cost, protectionism, regulators captured, worse enforcement environment and so on. This paper proposes the strategy by asking question and analyzing problems in different ways during the process of studying government regulation ineffectiveness in mine safety supervision.
