Analysis Of Influencing Factors Of China's Coal Mine Safety Vulnerability And Research On Government And Supervision

In the context of promoting the modernization of national governance system and governance capacity,coal mine safety has always been concerned.In our country,coal mining is mainly in the way of shaft work,and coal mine safety accidents happen from time to time.It is the government's arduous task and responsibility to reduce and contain coal mine safety accidents.After studying researches,I found that coal mine safety vulnerability and the relationship of the factors relatively lack,based on the perspective of government regulation and supervision effectiveness analysis of ascension is less,and to explore the vulnerability of coal mine safety system,from the perspective of government regulation and supervision for critical vulnerability factors for effective control is particularly important.Based on the government regulation theory,vulnerability theory and complex network theory,I collected 54 typical coal mine safety accident report text and then used Nvivo11 software for qualitative coding analysis,extracting the organization and management ability,environment and facilities,staff characteristics,the government's work efficiency under the four dimensions,a total of 19 specific vulnerability factors of coal mine safety.The network of coal mine safety vulnerability factors is constructed with 19 influencing factors as nodes,and eight key factors are identified from the comprehensive analysis of measurement results and practical problems by measuring the point degree centrality,intermediary centrality and node importance degree based on network efficiency of each node in the network.Through in-depth analysis of the key factors,it is proposed that the direction of government supervision and supervision efforts should enhance law enforcement inspection by "online and offline",strengthen the construction of coal mine safety production credit system,enhance the level of coal mine safety supervision and supervision service,improve the coal mine safety supervision system,and attach importance to the rectification and feedback of hidden dangers.In order to continuously improve the coal mine safety supervision and supervision efficiency,so that the coal mine situation will be more safe and stable,then development better.
