It is necessary to do the environmental impact statement while making the main layout of land-use for the implement of the plan may have the irreversible impact on the environment. State Department disclose the regulation of environmental impact statement on Aug in 2009 to make the environmental impact statement legally. The environmental impact statement could handle the conflicts between the main layout of land-use and the sustainable development of it. Presently, we are studying the way of environmental impact statement.I use the way of ecological footprint toanalyze the impact which he main layout of land-use brings to. This way is easier and used more for it use the uniform units to calculate the area of the land.I calculate and analyze the ecological footprint of Xinjiang from 2000 to 2008, quantitative analysis the impact brings from the layout of land-use, and the result is there are more and more ecological deficits in Xinjiang. I reckoned the ecological footprint of Xinjiang in 2008 and use the Gray theory to analyze the factors affect the average ecological deficits and I found the ecological deficits are different in different place, the land-use in different place is not so continuable. I use the average ecological footprints and the average ecological carrying capacity of 2000-2008 to forecast the 2009-2020's, then predict the average ecological credit in 2020 will smaller than the scheme of 0.20714 square hectometers. Lastly bases those analysis put forward some measures to lower the ecological credits.
