Dynamic Security Assessment And Security System Construction Of Land Ecology In Lianyungang, China

With the overwhelming wave of rapid urbanization and increasingly intensive human activity all over the world today, land ecology environment are surfing huge pressure, the ecology problem of land has become increasingly prominent, which lead to some deterioration of ecology environment related factors, ultimately threaten the security and sustainable development of the global ecology and the human society. The coast development strategy in Jiangsu Province, with highly emphasizing on the reasonable protection and utilization of land resources, taking environment protection as the elemental policy, together with promoting harmonious and sustainable development in costal area, has become the national strategy since June 2009. Being the core city of this area, Lianyungang plays the cock role in this strategy. In this context, study on the security of land ecology in Lianyungang is meaningful and necessary, especially for the basement research of ecology security in coastal area development strategy in Jiangsu Province.The paper based on systematic theory synthesizing and concluding the basic components of land ecology security system and construction strategy. After extensively study on the research achievement, the index system for land ecology dynamic security assessment in Lianyungang is set up. And the influencing factors of land ecological security changes were obtained after dynamic security assessment on land ecology of Lianyungang from 2000 to 2009. Then considering relevant plans of Lianyungang, the paper made a pressure predict analysis on the Lianyungang land ecology in the future. Finally, by synthesizing and concluding the related basic theory, the influencing factors of the security system construction, together with the future pressure of land ecology, the basic frame of security system construction of land ecology in Lianyungang is constructed. In addition, the paper summarized main points about Security System Construction of Land Ecology in Lianyungang. Definite conclusions as follows:(1) The security of land ecology from 2000 to 2009 in Lianyungang shows following characteristic:the variation trend of aggregative index number and the state index number is consistent; the variation trend of aggregative index number is opposite to the pressure index number; the rise of response index number narrowed the range of great descend which was caused by rising pressure and degraded state of land ecology; the pressure index number is closely related with the state index number and influencing aggregative index number by act on state index number; opposite to the on-going rise of response level, the level of security aggregation is still appearing descending. Therefore,the negative effects is greater than positive effect to land ecology which was brought by the development of social economy. The decrease of forestry and garden plot, the rapid development of urbanization and population growth are the three main negative factors.(2) Combining the research of basic theory, the dynamic security change of land ecology in Lianyungang from 2000 to 2009 and the coming pressure of land ecology in Lianyungang, the paper build the basic frame of Security System Construction, which in lengthways concluded four links:the basic protection, allocation, development and utilization and surveillance protection, which in crosswise comprised three sections, the battle training is:perception and cognition, organization and management, strategies and implement.(3) The main point on security of land ecology system construction:From land resource allocation aspect:â‘ protect cultivated land, insure food security;â‘¡make good use of land reserves, especially more efficiently and intensively use;â‘¢perfect system of expropriation compensation and emplacement; complete land market, achieve government regulation taking economic control measurement. From development and utilization aspect:â‘ comprehensively push forward low carbon type land use;â‘¡perfection circular economy modes to cut down land ecology pressure;â‘¢make innovative city strategy into effect to reduce land ecology pressure.From protection aspect:â‘ construct and improve legal system of using ecological land;â‘¡setting out basic ecological land, draw up scientific detailed planning of ecological land;â‘¢perfect public participation mechanism.
