Study On Twelfth Five Years Planing Of Water Environment Protection In Qingdao Economic Development Zone

This paper analyzed the status of domestic and international water environmentalplanning and research methods,and discussed the water environment planning of EconomicDevelopment Zone of Qingdao The guiding ideology of environmental planning should makeeconomic development as the center to describe the coordinated development of economicconstruction and environmental protection.Therefore,the water environment planning shouldprovide a scientific basis for direction of development, the scale of development, the pace ofdevelopment,economic structure,production layout and the environment,and seek effectiveways.to the development of the economic,social and environmental coordinate development.The "Twelfth Five Years"period which is about to coming is a social stage of rapiddevelopment of Economic Development Zone of Qingdao and an important new strategicperiod of expanding the urban space.With rapid economic development,the waterenvironment of water environment faces severe situation.The"Twelfth Five Years"period,thefocus of work.to improve the water quality should including the total pollutant control,strictcontrol of pollution sources,pollution of waters and speed up comprehensive improvement ofthe existing water and groundwater pollution.This paper investigated the state of the environment of Economic Development Zone ofQingdao in detail,on this basis,analyzed systematically the achievements of the waterenvironment in the"Eleventh Five Year"period and the existed problems.In combination withother government planning,predicted the emissions of major pollutants from sectors by themethod of unit of GDP emission intensity and the method of emission intensity per unit ofindustrial added value respectively,and compared.the results in detail.This paper analyzed the capacity of environmental resources of water and sewagedischarge,sewage treatment system.It gived some recommendations and planning objectivesto protect the water environment from the direction of the water environmental protection and ecological restoration and make a goal reachability analysis to planning.Raised by the jointefforts of government and society,smooth implementation of planning are guaranteed.A goodwater environmental protection plan will help Economic Development Zone of Qingdao tobuild a circular economy society and coordinate the relationship of social,economic,environment and resources.
