Research On The Government Regulation Of Industry Pollution In Xiuyan

With the development of the rural economy, rural industry spring up,and become the mainstay of economic growth. But, at the same time,industrial enterprise's pollution is becoming more and more seriously. Xiuyan has great amount of steel, jade and some sorts of mineral resources,since China joined the WTO, mining smelting industry develop rapidly, but the industrial pollution is with faster speed. According to the county environmental protection bureau statistic, in recent years, major rivers'pollution and solid pollution and air pollution's levels have obvious rising. Some places have even affected residents'of everyday life. The county government attaches great importance to the governance of industrial pollution, superiors in serious pollution of regulation at the same time; we need to find solutions of industrial pollution in some new ways. However, due to various reasons, Xiuyan industrial pollution has failed to get more thorough solution. Therefore,in view of the county government regulations in pollution Xiuyan, he problems in the process of using government regulation theory to research Xiuyan's industrial pollution regulation has great meaning.This paper is divided into six parts. The first part is the problem's background, including research significance, purpose, literature review, innovation, writing ideas and research methods. The second part, using government regulation theory to analyze regulation of Xiuyan industrial pollution .Mainly from three aspects: the behavior of the regulation's main body; the choice of regulatory policy tools; the impact of regulatory object. In this part, we can see a established theoretical framework. The third part is the background of industrial pollution regulating in Xiuyan. The fourth part states the main problem of regulation in Xiuyan industrial pollution. Part five, using government regulation theory to analyze the reason which caused problems in part four. Part six, according to views of government regulation theory, proposed some new strategies on th regulation of industrial pollution in Xiuyan.This paper using normative analysis and empirical analysis,the method of combining research Xiuyan county industrial pollution regulation have trouble with. Under the leadership of the environmental protection department and the county-wide people, and the common active participation in the county-wide industrial production get rapid development at the same time, industrial pollution problems also can get reasonable and effective solution. So we can create a healthy living environment,and to form a sustainable development model of industrial promotes agricultural.
