Today, the environmentalprotection is becoming a very popular topic in people's lives, from air pollution to climatechange, rivers dry to water crisis, urban greening to forest protection, whatever happened inour daily life or many years ago are discussing because of the environmental problems.The system of tradable pollution rights is a environmental protected system which mustapproved the pollution gross within a certain region and paid use the environmental resourcesas the prerequisite, then, the supply and demand establish a trading market effectivelycombined the market mechanism and environmental protection, to realize effective utilizationof pollution-discharge rights in this way. The object of pollution-discharge rights is theenvironmental capacity of resources and the essence of the pollution-discharge rights isenvironmental capacity resources rights to use.
