Since the 21st century, LNG (liquefied natural gas) has become the spotlight in energy market. In recent years, as the rapid increase in the supply of the international LNG and the improvement of matching technology in our country, the domestic LNG demand has entered into an explosive growth phase and LNG tank has been used gradually. As a special installation used for LNG storage, LNG tank belongs to flammable and explosive major hazard. If accidents happened, it will lead to casualties, pollution and financial loss. So a study on the risk analysis and control plan has become a new task.This dissertation introduces the use of LNG in our country, development status and trends, research status at home and abroad of hazard risk assessment techniques, which proposes the significance of safety analysis and evaluation for LNG tank engineering. And it researches the theoretical approach and relevant provisions of safety evaluation, comparing similarities and differences between the scope of application and the evaluation results of different safety evaluation methods. It proposes the method of identifying risk and harmful factors, method and selecting principle of safety analysis and evaluation, factors and related basis of safety evaluation.The further research should be based on several factors including:the hazardous characteristics of LNG and natural gas, LNG tank and its hazardous characteristics, risk of LNG tank engineering and tank leakage, typical LNG accident cases at home and abroad so as to construct LNG tank leakage model. According to the result of LNG tank leakage model and risk analysis, it presents safety analysis and evaluation program, and determines safety evaluation method used for LNG tank engineering. At last, it proposes multi-factor correlation parameters which should be taken into account about building LNG leakage model and its relevant request. Besides, more reasonable method which is used for selecting the parameters/indicators has been found.Considering the situation of proposed LNG tank engineering somewhere in our country and according to the existing national laws and regulations, standards and codes, it qualitatively analyzes the essential safety of the process of the project construction. The essential safety can be explained from several factors including:site selection, layout of tank and matching facilities, foundation and construction, fire facilities, safety detecting facilities and so on. It provides accident consequences and influencing scope of flash fire, jet fire, pool fire, vapor cloud explosions going with the leaking by simulating the LNG tank leakage accident model. Considering the enterprises location and population distribution, it judges the acceptable risk level about individual and society, scientifically decides the reasonableness and compliance of building project, provides safety management countermeasures of LNG tank on this basis. This dissertation can supply reference for the construction and risk control of similar projects.
