As a new focus in the academic circles, the reference of haze is relatively less. However, the emphases of the haze governance mainly focus on pollution control, exhaust emission control, pollutant treatment and so on. The research suggestion usually tends to be relatively scattered, not forms a scientific and reasonable system of governance. It points out the urgency of the current haze pollution treatment, the bad influence on peoples’health, government’s credibility, industrial transformation and the energy structure upgrade and so on. Through the analysis of the causes of haze, it points out that the haze governance through legal is an effective way, and it’s also the requirement of the construction of the current social sustainable development.The second chapter mainly introduces the current domestic haze situation and existing problems of governance regulations. Through the analyze of haze governance legislation, policy and system, point out the weakness in the aspect of legislation, law enforcement, responsibility and supervision, in order to establish the idea of haze legal system.The third part briefly introduce the haze management experience in developed countries and points out the haze governance of our country should perfect the legal system, improve the standards of the pollution treatment, strict liability mechanism, pay equal attention to punishment and incentive, strengthen the public participation experience.Through the analysis above, the fourth part puts forward the Suggestions and conceptions for the development of smog pollution law system in our country.We should combine the current management present situation with the haze causes and related management experience at home and abroad, based on the domestic legislation to explore the current legislative defects in haze governance; We should point out that the domestic haze management shall carry out the basic principles and concepts, and the construction of the system through legislation to ensure that each administrative unit to control scheme into effect. Meanwhile, we should promote the role of enterprise in the haze governance, call on the public participate in the improvement action of haze environment problem. Developing and putting forward a relatively feasible and regeneration haze governance legislation suggestions, in order to provide references for haze environmental problems affect a radical cure.
