With population increasing and national economy's fast development, these problem still exists when it enters in 21st century, and spreads out a fiercer tendency. Simultaneously many new situations has appeared that causes China water resources question to be more stern in 21st century.Jinan is the captial of Shandong Province, is also Shandong Province's politics, economical, cultural, education and the high technology and new technology industry center, and is also the national authorization vice-provincial level city and the open coastal city. At the same time, Jinan is also one of serious water scarcity cities in the north of china. In the last few years, along with the development of social economy, the contradiction between water supply and demand became day by day prominent that serious influence city's development and quality of life enhances. How does Jinan realize the water resources sustainable utilization, and guarantees the sustainable development of social economy, is the key point of urban water resources management, development, use, and the protection work.The paper bases on systematical analysis and JiNan local actual situation to set up the indicator system of sustainable utilization of urban water resources of JiNan; using the fuzzy member ship function for the non-dimensional to the indicator data; using the analytical hierarchy process for the weigh to find indicators, and using the multi-index comprehensive assessment to evaluate the level of the sustainable utilization of urban water resources from 2001 to 2007 in JiNan; finally, giving the measures of the sustainable utilization of water resources in Jinan.
