A Study On Appraisal Of Government Performance In Marine Pollution Prevention Management

Adhering to the human-oriented policy and providing efficient and convenient public services are one of the most important social functions of the government. Improving government's performance and maintaining the continuous satisfaction of the publics are thus the ultimate goals of the public administration. The Maritime Safety Administr-ation of Ministry of Transport of the People's Republic of China is the political public administration and it assumes the political service function of promoting the marine economic development. The implementation of appraisal of government performance in marine management to improve marine administration performance is a kind of compul-sory requirement for constructing a service-oriented government. It is also an effective approach to reform the developing modes for achieving the modernization of water tran-sportation. Thus, it is a significant means to promote the scientific management and ere-ct the flag of administrative enforcement of law.According to the related theories of the appraisal of government performance, this thesis attempts to construct the theoretical framework of the government performance appraisal in marine pollution preventing administration. It makes use of some technolo-gic methods, such as membership degree analysis and correlation analysis, to improve the appraisal system constantly and ultimately construct a government performance app-raisal system in marine pollution preventing administration, which consists of four appr-aisal fields and twenty-two appraisal indexes. According to the related formula, this thesis calculates the government performance in pollution preventing administration in Jiangsu MSA since 2006 and makes a further discussion on the feedback of performanc-e appraisal.For achieving the anticipated target of the government performance appraisal in mar-ine administration, the thesis presents the concept of "the influence coefficient". That is to say, "the influence coefficient" is used to measure the influence degrees of the indica-tors. The thesis calculates "the influence coefficients" of all the indicators, and finds out the 10 key indicators that will have great influence on the government performance in marine pollution preventing administration. What's more, this thesis offers the suggesti-ons of improving the government performance in marine pollution preventing administ-ration according to the distribution of these key indicators. And, it ultimately gives a fu- rther exploration on how to perfect the government performance appraisal in marine ad-ministration.
