Water resources in Hebei province are rather scarce. The conflict between water supply and demand becomes an urgent problem; water scarcity has becoming a bottleneck that restricts the societal development in Hebei province. Traditional water resources only include surface water resource and ground water resource, as an important part of water resources, soil-water resource has been recognized gradually. Soil-water resource is rich in Hebei province, and traditional water resources in Hebei province are rather scarce, it is becoming a great strategic significance to utilize soil-water resource scientifically, rationally and efficiently and an important approach that alleviate the crisis of water resources in Hebei province.Soil water resources carrying capacity assessment is the premise of exploitation and utilization. According to conception of soil water resource and soil-water resource carrying capacity, overall consideration some influencing factors of soil-water resource carrying capacity, favor soil-water resources carrying capacity evaluation calculation.The main content of this article as followings:1. The significance of soil water resources carrying capacity of water resources carrying capacity of soil at home and abroad study progress and the soil water in Hebei province, and determine the division overview the research content in this paper.2. To write the connotation of soil water resources carrying capacity, according to the characteristics of water resources carrying capacity of water resources carrying capacity wrote the soil characteristics. According to the specific circumstances, write the influence factors of soil water resources carrying capacity and based on these influence factors of soil water resources carrying capacity wrote the evaluation index system.3. To introduce some common evaluation and calculation method, according to select the most suitable for this paper evaluation research for advantages and disadvantages of fuzzy comprehensive evaluation method. Then fine introduces fuzzy comprehensive evaluation method of Hebei Taihang mountain piedmont plain soil water resources carrying capacity, and the specific process evaluation with fuzzy comprehensive evaluation method are calculated diagram.4. Based on fuzzy comprehensive evaluation with of Hebei T Taihang mountain piedmont plain soil water resources carrying capacity, according to the evaluation of different frequency respectively in Taihang piedmont mountain of soil water resources carrying capacity of evaluation and the evaluation results were analyzed.5. Comprehensive analyses the chapter fourth, puts forward the evaluation results of Hebei Taihang mountain piedmont plain of the water resources carrying capacity of regional soil improving measures.The conclusion is that the fuzzy comprehensive evaluation method of Hebei Taihang mountain piedmont plain soil water resources carrying capacity in different frequencies evaluate the in satisfactory evaluation results. The results of soil water resources carrying capacity to Hebei province further study.This study aims that objectively analyses Hebei Taihang mountain piedmont plain soil evaluation for soil water resources carrying capacity in Hebei province, further study of soil water resources and realize high utilization of water-saving provide a mention before conditions .
