Soil and water resources is the basic natural resources for human survival and development,which is related to the agricultural production and food security issues, but also is an indispensable natural resources, to ensure the sustainable development of the ecological environment.Rational and effective utilization of water and soil resources,Curbing the deterioration of the environment,To coordinate the relationship between man and nature,Solving the contradiction of human capital has attracted worldwide attention.Researching on the carrying capacity of soil and water resources is an important contents of land science and water resources science, which can help us to understand the structure and distribution of the use of soil and water resources. Thus, we can rationalize the supply of water resources and land use change, which can be effective in promoting the harmonious development of the social economy and environment.Taking 12 prefecture level cities in Heilongjiang Province as the study area, taking advantage of the improved DPSIR indicator system in the carrying capacity of soil and water resources and using the sequential global factor analysis method,which can comprehensively evaluate the carrying capacity of soil and water resources in Heilongjiang Province from 2004 to 2013,to analyze the dynamic change of soil and water resources carrying capacity in different cities of Heilongjiang Province,to deeply analyze evolution rules of the various regions by way of system cluster analysis and coefficient of variation.The results showed:(1) The carrying capacity system of soil and water resources is formed by each subsystems.Each subsystem of soil and water resources system in Heilongjiang Province’function forms an obvious level,indicating that the development of social economy in Heilongjiang Province impacts on the system of soil and water resources.At the same time,Because of the changes in the way of soilr and wate resources utilization, this kind of pressure is reduced, so that the using of soil and water resources to a more reasonable direction;(2) Since the implementation of the strategy of revitalizing the Northeast, the carrying capacity of soil and water resources has changed in various regions in Heilongjiang Province. It presents "N" shaped trend, and can be divided into stages of evolution: growth, decline and rebound of the period. The situation of water and soil resources in the early stage of development showed a good situation,the soil and water resources comprehensive carrying capacity began to decline with the damage of economic and social development,However,duing to the adjustment of soil and water resources utilization andeconomic policies,the state of soil and water resources can still restore the vitality of development.At the same time, there is a strong correlation between soil and water resources carrying capacity and the difference of soil and water resources utilization.(3) The change tendency of each subsystem index showed obvious difference.Driving force system index and state system index has a relatively consistent trend,part of the urban index rose and the rest of the city index decreased; pressure system index and influencet index system has a more consistent trend,overall presented upward trend, only the individual city index decreased; the changes of response system index differented from the other subsystem index, overall presented downward trend,only the individual cities index rose;(4) The carrying capacity of soil and water resources has obvious spatial differentiation, which constantly increased of the western, northern and southern in Heilongjiang province. Whereas,the construction of the eastern coal base increased the pressure of soil and water resources,it is relatively weak in the east of Heilongjiang province,in generally, the development of the carrying capacity of soil and water resources tended to be benign in whole, which is on the rise for the past few years in Heilongjiang province;(5) The factors of social and economic development is the key factor to the growth of the comprehensive carrying capacity of soil and water resourcesin Heilongjiang province.In time dynamic change,although the comprehensive carrying capacity of soil and water resources had wave phenomenon, but the overall presented upward trend in Heilongjiang province,the changes of the bearing capacity is different,combined with the comprehensive evaluation of soil and water resources evaluation index and the weight of factor analysis, we can see that the result is consistent with the trend of social and economic development.Among them, industry driving factor is an important factor that influences the spatial differentiation of soil and water resources in Heilongjiang province.Since the construction of Harbin Daqing Qiqihar industrial corridor,the comprehensive carrying capacity of soil and water resources in 4 cities of Harbin, Qiqihaer, Daqing and Suihua has been greatly improved;Hegang,Shuangyashan, Jixi and Qitaihe as the coal city,although the comprehensive carrying capacity of water and soil resources has been improved, the improvement of the range is small,4 cities showed similar changes in the characteristics,the characteristics of Heihe and Mudanjiang are similar.
