The process of electric power system informationization has been pushed forward by the development of power industry. In particular, China is at a critical period of economic transition, a series of problems-such as the growing load in power system, the crisscrossed network coverage, the complicated electrical wiring, the frequent changes in network information and the changing urban roads and buildings-highlights the complication of distribution network management. Therefore, the WebGIS technology, for integrating GIS and Web technologies, by virtue of its powerful spatial information management and sharing capacity, turned into the first choice of constructing the basic information platform of Power Production Management. WebGIS technology is a combination of Internet and GIS products, it is not only has the features of GIS data acquisition, management, and also has the features of Internet information dissemination and sharing. Contrapose the conflict between Power Enterprise and power users on the issues of services on power to electrify engineering, use the Internet technology, combined with Geographic Information System (GIS) which was introduced in the management system of power to electrify engineering, this article deeply discussed the design, implementation process of WebGIS on power to electrify engineering, successfully developed the application software for power enterprises to electrify engineering system.As one of the main projects of Shanxi Power Company, this research reformed the traditional modes of power to electrify engineering by developing the system software, solved the problems in the present parameter management, provides decision makers with a more comprehensive basis of data parameter and information management. This article first describes the history of electric GIS system development in China, than the importance and content structure of electrical power to electrify engineering is introduced.With the deeply realizing of the development state of the combination between distribution network GIS system and Web technology, combined with the actual research of the spatial data and supporting technology of constructing Distribution Network WebGIS System, the proper system platform, functional modules, network structures are determined. The development platform of the research is ArcGIS Server, the enterprise-wide GIS server products of the company ESRI, combined with new Microsoft development tool-Visual Studio.Net2005, using ASP.NET technology to develop the project. Then, the overall schema of distribution network of WebGIS platform, the spatial database of electrical power GIS system, the platform architecture and the function modules were designed. Finally, according to the implementation of the project, this article faithfully described the critical technologies and functions of the distribution network of WebGIS system platform. These functions including the creation and publication of Map Resources, the utility functions under the frame of the main interface of the system, such as hierarchical management, spatial queries, main wiring diagram view and so on. By using the Web browser, working staff can operate the map, execute the map-text cross-checking of power GIS system and other basic GIS related functions.The application of WebGIS on power to electrify engineering, not only can improve the efficiency of power management, but also promote the modernization process of power enterprises management. It has been laid a solid foundation to achieve good economic and social benefit for power supply enterprises.
