Flood has been posing a serious threat to people's lives and property. Flood control and disaster reduction is amongst the most important tasks so as to protect the economic and social development. There is an orientation of technological development in flood-prevention system to improve the visualization, synchronization and accessibility based on convenient and efficient internet/intranet network resources and map-based GIS technology operating functions.Jinan municipal flood-prevention information system is taken for an example to illustrate the design and implementation of WebGIS system based on development platform ArcGIS Server. This paper carries out general plan, divides the system into functional modules and undertakes logical database design (including spatial database, flood information database, user database, etc.) on the basis of in-depth analysis of the characteristics of flood control and disaster reduction in Jinan.Rainstorm and flood simulation model is established based on Saint-Venant equation set, taking into consideration the variation of terrain and physiognomy in the drainage area as well as influences of various engineering for flood prevention and drainage. The model is discussed in detail, including underlying basic equation, building steps and integration with the system.This paper explains how the partial key technologies function, such as fundamental GIS manipulation module, real-time river information release, user management and city zone seeper simulation. In addition, the paper also demonstrates the use of caching technology to improve system performance and enhance the user experience and gives a brief introduction of data updating and system maintenance.As the research result, the system provides history and realtime river and rainfall information for the public by the means of online map with Web browser as the client. With the integration of rainstorm and flood simulation model, the system can also simulate the occurrence, development and evolvement of different types of flood, such as river flooding, high tide, waterlogging and their combinations, etc. Altogether this paper discusses in depth the application of GIS in flood control and disaster reduction.
